IDDA STATEMENT FOR THE “12 FEBRUARY – RED HAND DAY”

12 February – Red Hand Day! Ending occupation, terror and all forms of violence is a prerequisite for every child in the world to grow free, happy, and useful to mankind. In spite of global efforts by international organizations to promote peace and security, armed conflicts have resulted in gross violations of the rights of people, including children. Currently, there are more than 50 major conflict centers in the world covering more than 220 million people and 12.7 million square km area. According to the 2019 year’s statistics, every fifth child in the world lives in a conflict zone and their number is growing.  In the Middle East in Syria, Iraq, and other areas hundreds of thousands of children die or become refugees each year in areas devastated by military conflict.

The Armenian-Azerbaijani Nagorno-Karabakh conflict is undoubtedly the most complex, but also the most dangerous conflict in the South Caucasus region. It poses the most serious threats and humanitarian problems not only for the South Caucasus but for the entire Eurasian region as a whole. 20 percent of Azerbaijan’s international borders – Nagorno-Karabakh and seven adjacent regions has been occupied by Armenia for the past 30 years. As a result of the occupation, the rights and freedoms of more than one million people living in those areas have been violated and turned into refugees and IDPs. One-third of them are children, most of them teenagers, many have lost their parents. Thousands of children have been killed, injured, disabled, taken hostage and subjected to violence and torture during the conflict.

Armenia committed genocide against Azerbaijanis. As a result of genocide committed in Khojaly on the night of February 25 to 26, 1992, 613 people, including 63 children were killed, 8 families have completely perished, 25 children lost both parents, 130 children including 2-year-old Huseynov Mahal, 4-year-old Jafarov Samir, 4-year-old Aliyev Sabuhi,  4-year-old Aliyev Salim,  4-year-old Huseynov Mahal, 5-year-old Huseynova Sabina, 4-year-old Huseynova Nasiba, 16-year-old Allahverdiyev Mahir and hundreds of children were taken hostages, 1275 were taken hostages and subjected to brutal tortures. All elements implemented in the crime of genocide in Khojaly are fully consistent with the legal definition of the genocide in the UN Convention on the Prevention and Punishment of the Crime of Genocide, December 9, 1948.

Despite the ceasefire regime from 1994 to the present day, every day, not only military men but civilians are also fired on the line of contact by the Armenian side, and civilians – women, children are being killed in their homes and yards. On March 8, 2011, 9-year-old Fariz Badalov, July 14, 2011, 13-year-old Aygun Shahmaliyeva, and on July 4, 2017, 2-year-old Zahra Guliyeva became the victims of the Armenian aggression. All of this is a violation of the UN Convention on the Rights of the Child and the Optional Protocol to the Involvement of Children in Armed Conflict.

Today, in the world, which is in the state of military confrontation, every person in the region should join the “Red Hand”, condemning the inhumane acts resulted in the killing of innocent children, and take steps to prevent such incidents.

We have an ambition: we believe in a world in which all children survive, have the chance to learn, and are protected from abuse, neglect, and exploitation.
