“This decree is the logical conclusion of the international negotiations held after the Second Karabakh War.” Nushaba Mammadova
“The Decree On the new division of economic regions in the Republic of Azerbaijan signed by President Ilham Aliyev on June 7 is the logical conclusion of international negotiations after the Second Karabakh War.” The statement came from Nushaba Mammadova, chairwoman of the International Alliance for Dialogue and Development, PhD in Historical Sciences, to the idda.org
“During the 30-year military conflict, the issue of Zangazur, which was not on the negotiating table on Nagorno-Karabakh, became one of the clauses of the November 10, 2020 agreement. This and our modern history is the result of Mr. President Ilham Aliyev’s decisive and principled position.
Referring to historical facts, the Decree on the new division of economic regions states that “It is located in the eastern part of the Zangazur plateau, bordered by the Zangazur mountain range and occupying a large area from Lachin and Kalbajar to Nakhchivan, on the border with Armenia and in the same geographical area. The fact that they are part of the Zangazur district and established traditional socio-economic, historical and cultural ties makes it necessary to unite Zangilan, Gubadli, Jabrayil, Lachin and Kalbajar districts in a single economic region.”
The historical territory of Azerbaijan, Zangazur, Zangazur district was part of Yelizavetpol (Ganja) province. After the transfer of the western part of Zangazur to Armenia on December 1, 1920, the territory of Azerbaijan was divided and land relations with Nakhchivan were cut off. Today, along with the creation of the East Zangazur economic region, the unification of the Zangazur corridor, our direct relations with Nakhchivan and the land borders of the Turkic world is the main topic of the political agenda.
Another key provision in the new economic division of 14 economic regions is the establishment of the Karabakh economic region, which unites Khankendi, Agjabadi, Agdam, Barda, Fizuli, Khojaly, Khojavend, Shusha and Tartar regions. “The establishment of the Karabakh economic region will create ample opportunities for the integration of the Azerbaijani economy, its further development, the growth of international economic and social projects and the further development of tourism,” said Nushaba Mammadova.
